Florida CHAIN is a statewide consumer health advocacy organization dedicated to improving the health of all Floridians by promoting access to affordable, quality health care. Florida CHAIN provides resources to build the capacities for and linking consumer, community and service organizations with health care advocacy. In addition, Florida CHAIN provides policy education, collaborative networking, training, and communications and organizing tools to the public, allied partners, media and policy makers.   • Florida CHAIN Blogs About Misleading Reports of Premium Increases

    FL: Florida CHAIN blogged about the fact that most consumer can purchase health coverage for the same or lower premiums as they did in 2014, despite many reports that premiums have increased. The blog attributes confusion to the complexity of how consumers pay for coverage with Premium Tax Credits. Florida CHAIN is urging all Marketplace customers to compare plans during Open Enrollment.

  • KidsWell Partners Issue Statements on ACA Appeals Court Rulings on Subsidies

    NHeLP, YI, & FL: The National Health Law Program (NHeLP) and Young Invincibles issued statements in response to the Halbig v. Burwell ruling that ACA subsidies are only available to consumers in state-run Marketplaces. Florida CHAIN issued a statement explaining the immediate impact of the ruling. NHeLP also issued a statement praising the unanimous opinion in King v. Burwell that upheld the ACA’s subsidies in state-run Marketplaces.

    FL: Florida CHAIN will host a webinar series on ACA implementation for In-Person Assisters, consumers, providers, and other stakeholders throughout July. The webinars include: Special Enrollment Periods on July 10, Open Enrollment 2.0 with HHS on July 15, and Health Care Reform 101 on July 24. Registration is available now.

  • Florida CHAIN Questions Accuracy of State Report on Health Insurance Costs

    FL: Greg Mellowe, policy director of Florida CHAIN, was quoted in Health News Florida questioning the accuracy of the cost of premiums in a state report to a legislative committee.  Mellowe stated, “I can’t remember ever hearing that many errors, misstatements and evasions in that short of a legislative presentation."  Wences Troncoso, Deputy Insurance Commissioner of the Office of Insurance Regulation, acknowledged the availability of lower-cost coverage options than the presentation reported.
  • Florida CHAIN Works to Clear Confusion about Marketplace's Premium Metal Levels

    FL: Florida CHAIN published a blog post to help Floridians determine what level of coverage and the meaning of premium “metal levels” in the Health Insurance Marketplace. The blog explains what consumers should expect from each level and reviews what options an applicant has if they are eligible for cost-sharing reductions and how to compare plan premiums and metal levels.


    Florida CHAIN, in collaboration with Florida Covering Kids and Families, USF Health, Family Health Care Foundation, and BayCare Health System, also hosted the state’s first Affordable Care Act (ACA) Enrolment Fair on October 5th. The event gave consumers the opportunity to have one-on-one meetings with in-person assisters, learn more about the Health Insurance Marketplaces, and enroll in coverage.

  • Florida CHAIN Responds to Exchange Open Enrollment Kick-Off!!

    FL: Florida CHAIN issued a newsletter announcing the Marketplace’s open enrollment period and noting that under the ACA, qualified health plans are required to include Essential Health Benefits, such as maternity care, prescriptions, doctor visits, hospitalizations and emergency room care.
  • Florida CHAIN Released List of 10 Insurers that have Filed to compete in the Federal Exchange

    FL: According to Health News Florida, Greg Mellow, Research Director for Florida CHAIN, compiled a list of ten Florida insurers that have filed to compete in the Federally Facilitated Exchange which is slated to launch its open enrollment period on October 1st. Although the list has not yet been released by the Florida Office of Insurance Regulation or the U.S. Department of Health and Human Services, Mellowe stated “This is good news for consumers…The fact that so many insurance companies have positioned themselves to compete in the marketplace suggests that there will be lots of affordable, quality plan options available to Floridians."
  • Florida CHAIN Issued Brief on Proposed Federal Rules for EHBs

    FL: Florida CHAIN released an issue brief providing information on the new proposed federal rules on Essential Health Benefits and limits on out-of-pocket costs. 
  • Florida CHAIN was Featured in the Media Highlighting Reform Issues and Published a Video on Small Business Owners

    FL: Florida CHAIN was featured in a number of media sources highlighting: (1) two Florida CHAIN referred consumer stories regarding Florida’s Medicaid eligibility and enrollment challenges and the ACA’s impact on seniors; (2) a letter Florida CHAIN and 14 partner organizations submitted to Governor Rick Scott, urging him to hold public meetings on Essential Health Benefits (EHB); and (3) the Agency for Healthcare Administration’s (AHCA) intent to limit physician visits for Medicaid recipients. Florida CHAIN also published a video on small business owners and is working to produce three educational ACA Public Service Announcements (PSA) in Spanish.

    FL: Florida CHAIN Director Laura Goodhue was featured in the Associated Press highlighting her request that the Florida Health Insurance Industry Advisory Board begin to implement activities under the ACA and seek public comment on Essential Health Benefits.

    FL: Florida CHAIN issued a policy brief providing an overview of Essential Health Benefits (EHBs) and how they will affect Floridians. In addition, Florida CHAIN developed a letter to Governor Rick Scott asking that he recognize the importance of the State’s EHB package and urging him to develop a transparent process that includes public State official discussions on potential decisions and opportunities for stakeholder feedback.
